On December 7, hours before what was to be his third impeachment hearing in the short 17 months he has occupied the office, President Pedro Castillo moved to dissolve Congress. He was arrested the same day, and shortly afterward Vice President Dina Bularte assumed his office. She is Peru’s sixth president in six years.

On learning of Castillo’s arrest, thousands of Peruvians took to the streets to protest his ouster. At least seven Castillo supporters have died so far in the violence.

Chronic instability has had and continues to have dire consequences for the Peruvian population. Any action by government is stalled, services are delayed. Much-needed development and reform is postponed indefinately. Civic unrest, which at least initially was concentrated mostly in the South, has disrupted supply lines and increased already high transporation fares. Food is not getting to market.

For our partners in Zaña, Chiclayo and Cajamarca, the current crisis has made already difficult conditions much more difficult. They know that vulnerable populations are always the most hurt. They also see that their programs to foster ethical and democratic leadership, to build resilient sustainable communities and to attend to basic needs, including food, among other initiatives, help people in their communities ride out crises like these and plant the seeds of a better future.

Heart-Links expresses our solidarity with the Peruvian people, who deserve so much better from their representatives in government. We are encouraged by the compassion, integrity and commitment of people like the leaders of Madre Oliva Association, Latidos, ACIES, Rural Libraries, Centro Santa Angela and Centro Esperanza—our partners. Their work offers hope for a better world for Peruvians and inspiration for people everywhere.

Personal long-term connections like these are a hallmark of Heart-Links’ work. The seeds the Sisters planted more than three decades ago have grown but also evolved. The work Heart-Links supports in Peru has changed as conditions have changed.

After many years of working as Heart-Links’ agents in Zaña, in 2019 Delicia and Cecilia founded the Madre Oliva Association—a woman-led independent organization. Madre Oliva Association promotes comprehensive and sustainable human development through training programs and income-generating projects. The Association’s programs advance gender equality, environmental stewardship, leadership and community organization.

All four women will speak about the difficult year just past and the needs their organizations hope to address in 2021 as Peru faces the second wave of the COVID-19 pandemic.

Live from Zaña, Yim Rodríguez will enchant with Afro-Peruvian music from the region. Both musician and visual artist, Yim is best known in London for painting the mural that graces King’s University library.

“Today I couldn’t rest, what with trying to analyse and see what to do in the days that are coming with the lifting of quarantine, thinking of the most vulnerable,” Flor wrote. “I think about the collapse of the health care system that awaits us because people don’t understand what they have to do to stay safe, and they don’t value their health.”

Although Zaña has so far managed to keep the number of COVID-19 cases low, people there depend on hospital care in nearby Chiclayo, one of the hardest-hit places in Peru. The father of one of Latidos’ volunteers died recently after contracting the virus in the hospital there.

Flor knows the time to act to prevent greater tragedy is now. She is one of many local partners who are helping Heart-Links understand evolving needs in the communities we support. We decided early on to allow our partners to use existing funds from Heart-Links for immediate pandemic needs. Quick action was critical to reach the most vulnerable.

“We are trying to help as much as we can, coordinating with the authorities so as not to duplicate efforts,” she says. “Mostly I go alone, as many of my team members have their older parents or children in their homes, so I don’t want them exposed.” Flor has even given lodging in her home to soldiers who are in town to help with disinfection.

What new and critical projects have emerged? Flor is working with her library team to convert reading material into a virtual format to help parents. For families who do not have access to digital media or the government’s televised learning program, they are delivering print materials and books.

In agriculture, Flor is supplying rural mothers with vegetable seeds and instructions so they can grow healthy produce at home for themselves and their families to eat. She is also helping out farmers in neighbouring rural communities by buying their produce and donating it to families in need.

“It’s let us reach many families of scarce resources and to identify the very vulnerable families we can continue to support in different ways,” Flor says. Latidos is also helping deliver medicines and protective gear like masks to health care providers, front line allies, vulnerable families, and businesses that are helping disinfect streets and homes.

On Mother’s Day, Flor was able to bring some positivity to the people she serves. She joined a police parade on horseback to send greeting to all the mothers in Zaña and went door to door to deliver masks, chocolates and other small gifts “to brighten their day.”

How is Flor coping with the pandemic? “What I value most is the strength God has given me at every moment and the presence of people like you who were put in my path, who enable me to continue helping, and make my family and my team part of this whole social endeavour.”

Itinerary

7 nights in Cajamarca: We will fly from Lima to Cajamarca, in Peru’s Andes mountains. Our partner-hosts will share with us about Indigenous culture and social and environmental issues the region faces. Participants will devote four days to accompanying a program run by one of our partner agencies.

7 nights in Chiclayo: Following a breathtaking bus ride out of the mountains, we will arrive in the bustling city of Chiclayo. We will be exposed to the political, social and economic realities of life in the city, while spending time with one of the projects by our inspiring and progressive partner agencies.

7 nights in Zaña: The Zaña Valley is a slower-paced small town experience that will include visiting families and Heart-Links’ friends who have been our partners for more than 20 years. Our Heart-Links’ partners in Zaña are working towards empowering children, youth and women in this region.

Itinerary subject to minor changes. Participants will be invited to contribute ideas about how to spend 2 flex days in each location. There will be time for exploring local archaeology and for beautiful hiking. Participants are welcome to extend the trip to see more of the country on their own.

Heart-Links Lazos de Corazón

During Heart-Links’ last monitoring trip, in September 2017, we asked our Peruvian friends and partners these very questions. And they responded with some very inspiring answers:

To me the word solidarity is more than anything else, a feeling. That feeling that’s inside everybody but is perhaps more developed in some than others. Because sometimes solidarity is confused with friendship. And solidarity is much more than that. It’s what you give, often without expecting any return, any compensation. There’s a sense of empathy, that we feel comfortable coming closer as brothers and sisters. That this strengthens us, and this strength enables us to do many more things, knowing that this is a shared effort, that we are accepted, accompanied, that we are brothers and sisters. For me, personally, that fills me, that satisfies me.

Solidarity has to do with the common good. I mean, this principle revolves around the idea that I am not alone in the world, and that what is mine is not mine but everyone else’s. There is a connection: that there is a principle greater than individualism, greater than oneself as a person. So always remember to think that together we are more and that there is a greater principle at work than my economic stability or self-benefit. We should always be thinking about others, about a common good, a good that is common, that belongs to many. What is mine is not only mine but everyone’s, belongs not even just to my family, but to all humanity. It is like a common principle. I think it’s very much related to solidarity.

We also asked Flor Reaño and María Elena Zapata, of Latidos:

Because of time constraints, we were not able to interview all our partners, but we have put together a short film (15 min) that shows some of the work these committed men and women do and the kind of life-changing initiatives Heart-Links supports.

Heart-Links raised $21,390 for flood relief and reconstruction in the communities where our partners work. Here are some of the things your dollars accomplished:

• Centro Esperanza delivered chlorine tablets, plastic tarps, detergent, mosquito nets, and medicine to 15 families in Chiclayo affected by the flooding. They also provided temporary shelter for people who were displaced by the rains and supplied materials for rebuilding.
• Latidos provided support to 100 families in the more remote villages of the Zaña Valley to supplement the often incomplete government assistance. Supplies delivered included potable water, roofing materials, and support materials for emergency brigades. Latidos also organized brigades and trained them in emergency response.
• Centro Santa Angela, which worked as first responders in neighbourhoods in Chiclayo, purchased water pumps, fuel, boots, face masks, and food for people in need and assisted with cleanup following the floods. They delivered mattresses to 60 homeless families living in tents.

This emergency was very hard on the communities where Heart-Links works and on the partners we work with. Yet the disaster also highlighted the strength of community solidarity and what is possible when people organize and work together. Our partners worked alongside other organizations—both governmental and nongovernmental—to assist the most vulnerable. They made new contacts and gained access to new resources and information.

In the marginal neighbourhood of San Borja, for example, the women’s committee applied the leadership skills they have acquired in workshops run by Centro Esperanza, demonstrating accountability and credibility and deepening their ties with others in their community. Centro Santa Angela also reported that the emergency has provided participants in their leadership schools and ecological programs with an opportunity to apply the training that they have received.

Donations from the Emergency Fund will continue to support efforts to help people affected by the flooding rebuild their homes and communities.
